Novi Civic Center je bil projekt popolnega urbanističnega prestrukturiranja, ki je nastala v obdobju 1983-1989, na podlagi sklepa skupnega vodstva Komunistične partije in romunske totalitarne države, in sicer po neposrednem naročilu voditelja Nicolae Ceauşescu.
